The Seleucid Empire (Syria and Mesopotamia) is known generally as Babylonia according to Strabo.

Strabo 16.1.16:
In ancient times Babylon was the metropolis of Assyria; but now Seleuceia is the metropolis … And as we call the country Babylonia, so also we call the men from there Babylonians, that is, not after the city, but after the country; but we do not call men after Seleuceia, if they are from there, as, for example, Diogenes the Stoic philosopher [who was known as Diogenes the Babylonian; see Cicero, De Nat. Deorum 1.15].
